The passage then places the Joint Chiefs of Staff under the Defense Department.

U. S. Army Intelligence Corps Command
The Intelligence Corps Command is the result of studies made during 1964 to find means of improving Army counter-intelligence, security, and investigative activities. All CONUS counterintelligence activities and resources were consolidated into the Intelligence Corps Command. Its command elements include the Intelligence Corps Groups formerly commanded by USCONARC, which continue to support the CONUS Armies and Military District of Washington, the Counterintelligence Records Facility and other units formerly operating under the direct supervision of the Army’s Assistant Chief of Staff for Intelligence, plus miscellaneous transfers from other major CONUS commanders. As an added feature of this reorganization, the Criminal Investigation Records Repository was relocated and its index file combined with the Counterintelligence Records Facility for better co-ordination of security-related personnel matters.
Military Traffic Management and Terminal Service (MTMTS)
The Secretary of the Army has appointed an Executive Director to direct the Military Traffic Management and Terminal Service (MTMTS), a new major field command of DA. MTMTS was officially established on 15 February 1965 as a counterpart organization to the MATS and MSTS organizations operating under the Secretary of the Air Force and the Navy. Traffic functions of the Commander, Defense Traffic Management Service, an operating element of the Defense Supply Agency, and related functions formerly assigned to the Secretaries of the Army, Navy, and Air Force were consolidated to form the MTMTS. The port and terminal facilities of the Army Material Command are the principal DA elements merged into the MTMTS organization. Planning for the transition from multi-service to single manager operation is underway with 1 July 1965 as the target date for attainment of a fully operational status.
