Narration and the written language

Japan's satellite development plans · Narration

A phased satellite program

The passage opens with *日本の 人工衛星は*, "Japan's artificial satellite," and describes a series of planned launches.

The first scientific satellite is scheduled for fiscal 1967. A stronger launch vehicle will later place a practical satellite into orbit.

*打ち上げる事になっている* presents the first launch as a fixed schedule. The same construction presents later launches as fixed plans.

Budgets and weather rockets

Six ministries request more than 6.1 billion yen, and the passage expects full-scale space development to begin in fiscal 1966.

The final plan uses *気象用ロケット*, "weather rockets," to observe upper-atmosphere winds and temperatures.

The Science and Technology Agency will take over the technology of the Mu-4S launch vehicle to be used for it and improve it into a more powerful vehicle, and the Ministry of Education and the Science and Technology Agency have agreed on a plan to place Practical Satellite No. 1 into an orbit at an altitude of 1,000 kilometers in fiscal 1970.

  3. 3

At the meeting of the Outer Space Development Council held on October 7, 1965, the plans and budgets of the various ministries and agencies, centered on these two satellite launch plans, were considered.

  4. 4

Because the budgets in the fiscal 1966 space development plans submitted to the Ministry of Finance by the six ministries and agencies of Science and Technology, Education, International Trade and Industry, Transportation, Posts and Telecommunications, and Construction exceed 6.1 billion yen, it appears that full-scale space development centered on launching and using artificial satellites will begin in fiscal 1966.

The Space Navigation Research Center of the University of Tokyo is scheduled to launch Scientific Satellite No. 1 in 1967, followed by two satellites in fiscal 1968 and three each in fiscal 1969 and fiscal 1970.

  6. 6

Meanwhile, the Science and Technology Agency has not yet decided what kind of equipment its practical satellite will initially carry, but the aim is to develop it into something such as a navigation aid satellite, communications satellite, or geodetic satellite, like the transit satellites that have been launched and are undergoing practical tests in the United States.

  7. 7

In addition to the University of Tokyo's Space Navigation Research Center and the Science and Technology Agency, the Meteorological Agency within the Ministry of Transportation plans to begin launching weather rockets in fiscal 1966 and make full-scale observations of winds and temperatures in the upper atmosphere.
