The Mission of the Self-Defense Forces

The primary mission of the Self-Defense Forces is ”to defend Japan against direct and indirect aggression for the purpose of preserving peace and the independence of Japan, and to maintain the national security and, when necessary, to take charge of maintaining public order.” To accomplish this mission, the following authorized operations will be carried out.

Defense Operation
JSDF will be ordered, subject to the Diet’s approval, when it is necessary to defend Japan against armed aggression from the outside, including the case where armed aggression from the outside is imminent.

(2) Police Operation
JSDF will be ordered to assist the civil police force to keep public security against indirect aggression or in any other emergency, to include a request from a prefectural governor

Maritime Security Operation
MSDF will be ordered as an emergency measure to protect human lives and properties or for the maintenance of public security on the high seas.

National Disaster Operation
JSDF will be ordered at the request of a prefectural governor when he deems it necessary for the protection of human lives and properties in natural disasters.

Action Against Violation of Territorial Air Space
JSDF will be ordered when foreign aircraft illegally invade the territorial air space of Japan, violation of international laws, air laws or other regulations which made such action necessary.
Ground Self-Defense Force

The Ground Self-Defense Force, activated as the National Police Reserve in August 1950, is the largest among the three services. It has approximately 171,500

personnel, 870 tanks and 3,700 artillery pieces. Equipment of the Ground Self-Defense Force includes surface-to-air missiles (HAWK), domestic antitank missiles (MAT), tanks, machine guns, and all the weapons found in the most modern army.

To accomplish the defense mission of Japan, which consists of four major mountainous islands, land forces are vitally important.

The Ground Self-Defense Force consists of thirteen divisions which are made up of combat and combat support units with efficient mobility. These divisions are equipped to conduct land operations in the climate and on the terrain of Japan. There are five corps--Northern, North-Eastern, Eastern, Middle, and Western. Each army consists of two to four divisions, and each division is formed by the assignment of infantry regiments, artillery regiment, tank battalion, engineer battalion, and various other units. In addition, the Ground Self-Defense Force has such special units as an airborne brigade, artillery brigade, engineer

brigades, signal brigade, training brigades, tank group topographical survey battalion, helicopter units and military bands.

Personnel in 1964

*陸上自衛隊の現状は一九六四年末の調査によると、自衛官十七万一千五百人、職員一万三千六百三十二人、予備自衛官二万四千人となっている* gives three personnel totals from a 1964 survey.

They are 171,500 Self-Defense Force personnel, 13,632 civilian employees, and 24,000 reserve personnel.

Domestic replacements

The Second Defense Buildup Plan replaces it with domestically produced equipment as much as possible.
